Host based shadowing started this way (kinda) with a project in the Washington DC office.  All-in-one started as an office automation project in a field office as well IIRC.  I see that if there is code or a utility that should be part of OpenVMS, there should be a mechanism to make it happen.  Kudos to VSI for even stating that this could happen.  True this is no "open source", but it too should be able to avoid he pitfalls of the open source environment that may not have the level of testing and certification as expected in a proprietary system.
