That's the kit I use on the Alpha.  Given the traceback mentions a routine with a name like "LSE$EXECUTE_INIFILE", check the protection, filename (ODS-2 vs 5), etc. of your LSE$INITIALIZATION file.  Try LSE/NOINIT to see if that gets you past the problem.
