[Info-vax] startup hangs during TCPIP

A couple of ideas:
- expired pak for vaxcluster; this doesn't block a satellite to boot but is a nuisance for other products
- local page/swap device full
- modified ucx pak and forgot to /include nodes; same, for vms.
- ethernet cable problem(s)
- lan switch going bad
- a lan device got removed or moved and tcpip suddenly misses a device
- memory problems on the satellite

What happens if you don't start ucx in systartup_vms but wait till that completes, start ucx manually later and see what happens.
Does LAT work?
