On each system for the accounts in question make sure that a simple ssh 
command to localhost works.

If you find the side it does not work, then you have a better clue as to 
which side as the configuration issue.

OpenSSH 6.7 and later no longer supports the diffie-hellman-group1-sha1 
by default.
