OpenSSL is used quite widely and on machinery that hasn't been updated for various reasons (uhmmm, "it works, don't fix it!", but that'd be rather silly, considering).  But yeah, we've had reports from people who are stuck with old perl versions, and it was determined that 5.10.1 was a good minimum recommendation (you can go older as well, but that comes with a price).
