Further to the point, can the OP please post:

A. his global /etc/ssh/sshd_config (whatever the equivalent in VMS is, I
   realize VMS doesn't use this directory structure but I don't know what
   is used for that) from the server

B. his ssh configs (in *NIX this is /useridhomedir/.ssh/config
   and /etc/ssh/ssh_config) from the client user and system-wide/global

C. a directory listing of SSH2 for one of the server accounts that works
   and for one of the server accounts that fails
