The one (if there is only one) in BOOTDEF_DEV, otherwise the first one.

It does.  That's why I suggested to have both members in BOOTDEF_DEV.  
If both members are not in BOOTDEF_DEV, and the one that is fails, then 
it will not try the other one automatically.
