That's not a requirement that the trademark owner — OpenGroup — has
incorporated, AFAIK.

If by "every command and system call that v7 had" you mean "what UNIX
03 requires", then yes, it is UNIX. Otherwise, no, it is not UNIX.
Now if you want to call it a Blancmange or not, that's your choice.
UNIX and particularly the Linux variant have turned many folks into
UNIX- and Linux-using Scotspeople. Outside of those many folks still
holed up in Fort Redmond, and the few folks still using OpenVMS, of
course.
