Before you get to anything as high level, check the power supply is ok. 
There is usually a row of leds that monitor rails, but
even if they are all on, the rails could have excessive ripple. A
machine of that age may have dried out electrolyic caps in the
power supply, which could affect regulation and ripple. It's a very
old machine, with perhaps years of power on hours.

If you have a spare psu, or can source one, try that first. Also
check the voltage rails with a meter if you feel confident about
doing that...
