The nodes are clustered, and past experience has shown that this can be
not only a source of "WTF?" but "HTF is it doing this?".
Speculation has me wondering if the loading of licenses was implemented
with the idea of having one license for each product which covered all
the nodes in a cluster. I no longer have the setup to attempt to prove
that one way or another, so it remains speculation.

There are two hard things in computer science: cache invalidation,
naming, and off-by-one errors.
