The serial line only gets active if a serial cable is connected between 
the switch and
a PC during the startup phase of the switch:

Plug in the serial cable, active a program that talks to the serial line 
(i.e. putty with 9600 baud; 8bit; 1 stop bit; no parity; xon/xoff)),
unplug and plugin the power cable then you'll see messages from the switch.

The switch has an java based webinterface (an oldf java version 6 update 
5 Build 1.6.0_05-b13) that tells you more about problems of the machine.
