[Info-vax] HP Integrity rx2800 i4 (2.53GHz/32.0MB) :: PAKs won't load

This is a known problem already discovered by a few customers and thinks for reporting it here as well. Of course, it should work.  However, it is not easy to fix cleanly so don't expect a pretty solution. After many adventurous attempts we finally decided on an official answer at the end of last week. The situations we encountered involved HP nodes and VSI nodes (multiple producers) and the way VMS passes cluster license information around and a combination of circumstances that were never envisioned 35 years ago. Sorry for the inconvenience and confusion. It caught us totally by surprise, too.
