I can see how you might have trouble, considering how well you follow
simple instructions. Which part of the following was unclear?:

Here's an example, using a dummy license data base. You should skip
the first two steps (or at least the first one):

And you probably do want to load the license(s) on your
system.

Questions are easier to identify when they end with this
special character: "?".
If this is your only VMS system, then DECnet probably
won't help much, so I'd start with VAX-VMS and UCX. Then,
after the IP networking is configured, it should be possible
to use FTP to transfer the whole DCL script. If you need
other PAKs, then you should get complaints about licenses
when you restart the system.
