Should it be a 1-to-1 copy of the RMS record structure into
a Oracle table? Or are there any other processing involved?

I have read from  RMS and written to Rdb in one go using Python.
The Python kit for VMS has both RMS and Rdb support.

Maybe here are some Oracle client kit for Python also.

We also have the "Rdb transparent gateway for Oracle" that
probably can be used. It's free but unsupported.
