Sometime after the W3C committee sorts this out, I'll have another look.

(Subbed as a delegate on a standards committee some years ago.   
Getting to a consensus can take a while.)

Desktop and mobile Safari already has location services mechanisms 
built in.   Probably other browsers, but I've not checked.

Use what's available now and/or use native apps, and migrate to the 
HTML5 standards when they arrive.

OpenVMS is no different than any other server that might be involved 
here, albeit likely somewhat less capable than other options.
