Yes, the VMS window, fine. But if it is the "console" of the
emulated VAX, it might very well also emulate all properties
of the console, such as the default 9600 baud serial speed.
Now, this does not change anything in ragard to the loading
of licensec, of course. I just thought you'd be interested
in why the terminal was (or could be) slow.
And, it should work just fine to cut-n-paste text (such as
the LICENSE commands from the license email) to that window.
