[Info-vax] Suppress blank lines added by HP SSH?

In the test example, from the VMS box to the same VMS box which shows 
the issue.

In the actual application, Jenkins is issuing an SSH command to the VMS box.

They do not appear to be a banner.

If I launch an interactive session, I get the sys$welcome message, again 
with two extra blank lines at the beginning.
