[Info-vax] Suppress blank lines added by HP SSH?

I'm seeing the same behavior here, too.   VMS to VMS.    ssh (V5.5) 
3.2.0 on OpenVMS V8.4, on both.   I'm not seeing an extra line from an 
OS X system running OpenSSH_6.2p2 to OpenVMS.
