    How can I install the C compiler using the
run sys$update:vmstailor command?
I choose tailor on because I want to add. I am getting the directories down 
better. Still shaky about SYS$update and sys$system. I would like to look at 
UAFs. I am decompressing libraries about 2 at a time with libdecomp.com.

I'm learning I thibk I'm sticking with conservative questions now. 
Concerning docs and usage.
