No, there is no tool to "get" kits.

VMSINSTAL and PRODUCT are two tools to install kits from
two formats *after* you have got the kits (some someware).

There is nothing like "aptget" (or whatever it is called
un Linux systems) where you can fetch kits from some
repository.

So you have to dig up the kits first, then use VMSINSTALL
or PRODUCT (depedning in the format of the kits) to install.
