   You don't.  Tailor on and tailor off only apply to subsets of VMS
   itself, not layered product like compilers.

   Depending on the age of the compiler, you either use the PRODUCT
   INSTALL command to install the product, or you use
   sys$update:vmsinstal.com .

   Note that there is only one L in vmsinstal.
