The UK has never been part of the Schengen agreement (which did away
with border checks in normal circumstances), so leaving the EU won't
change anything here. Within the EU, people can live and work where
they want (with some restrictions---which the UK wants to
increase---involving the receipt of social services), so any
"uncontrolled immigration" (which still doesn't imply the lack of border
checks) would be from other EU countries, where terror is not a problem.

It seems that most or all of those involved in the Cologne attacks were
not recent refugees from Syria, or even those tagging along from Iraq,
Afghanistan, etc, but rather from Morocco, Tunesia, and so on. Doesn't
change the guilt, of course.
