PCSI = POLYCENTER Software Installation (Utility)

It's part of VMS, newer than VMSINSTAL, and, generally, used
by more recently developed products. It's one of the
installation tools, not any particular product kit.
You should mount the CD image, and explore a little, with
an eye open for things with "UCX" in their names. (Or
"TCPIP", but, on a VAX, I'd expect "UCX", still. "UCX" is
short for the "VMS-ULTRIX Connection", the original product
title, as the original idea was to suggest a way to connect
VMS systems to Ultrix systems.)

not an optical disc file system format. ISO 9660, a
particular ISO standard, describes an optical disc file
system format.
And, in case it's not obvious, VMSINSTAL.COM is spelled
with one "L" because it dates back to a time when file names
on VMS were limited to 9.3 characters. It's been a while,
but changing the name (when longer file names became
available) would have caused more trouble than having to say
'one "L"' repeatedly over the years. Or so it was thought.
Around there:
ALP $ show symbol vmsin*
VMSINS*TALL == "@ SYS$UPDATE:VMSINSTAL.COM"
So I can say "VMSINSTAL" or "VMSINSTALL" without needing to
use the "@", or to remember that it's in SYS$UPDATE.
