   Hmmm.  It's been a long time since I installed VMS on a
VAX, but I did find a VAXVMS073.IMG file (dated 7-MAY-2010)
lying around.  Mounting that, I see that it has a PCSI kit:
      [TCPIP_VAX051.KIT]DEC-VAXVMS-TCPIP-V0501-15-1.PCSI
And [TCPIP_VAX051.DOCUMENTATION]TCPIP_IGUIDE.TXT offers the
usual "Installation and Configuration" guide (featuring a
"PRODUCT INSTALL TCPIP" command).

   Looking again, more closely, at my (newer) March 2003 SPL
CD, I see that its [UCX053.KIT] actually contains a (newer)
PCSI kit, DEC-VAXVMS-TCPIP-V0503-18-1.PCSI.  I must have
looked at its [UCX042.KIT], seen the UCX042.% files, and
assumed that the similarly named [UCX053] directory had
similar contents.  Interesting that the SPL had [UCX053] and
the VMS CD image had [TCPIP_VAX051].  As I always say, "Trust
no one," and "Everything's complicated."
