Yes. Most of these files are parts of the file system, created when
the disk was initialized. For many, mostly useless-to-you details:

Not likely. I'd expect a VMS VAX installation CD-ROM to have files
like VMS073.A, VMS073.B, and so on, on it. This looks like disk which
might have VMS installed on it. The only things in your listing which
are non-default are SYS0.DIR;1, SYSEXE.DIR;1, and VMS$COMMON.DIR;1,
which are where VMS typically resides. You're unlikely ever to deal
directly with any of the others (except 000000.DIR;1).
