Red Hat's subscription revenue model is one that definitely needs a close 
look when considering OpenVMS's future model. It might not be a total
replacement, but rather offer an option for a monthly subscription as an 
alternative to paying high up front license fees. Keep both in place.

Many public cloud /ISV vendors also use this model now as well. MS
Office 365, Adobe .. others as well.

I actually like the Office 365 model because I get 5 copies of all the major
MS desktop products like Word, Excel, PPoint, Outlook, Publisher, Access
for $90/year. If you have a small business, this is a business expense as 
well.

High up front license costs are considered capital expenses which gets
very high visibility in most organizations.

Regular monthly subscription expenses are consider OPEX expenses 
which get buried as line items in the Operations managers budget. No
senior VP looking over his/her shoulder looking to save high CAPEX costs.

Cust may even decide to pay for the monthly expense 12 months in 
advance get a small discount of say 10%. The vendor gets a years 
support payments up front, so that is good for them as well.
