Bill,
While one does not need either DECnet (IV or V) to run any of the TCP/IP stacks, it IS important to ensure that DECnet is started first.
As part of the DECnet startup sequence, it will reset the Ethernet address to an address based upon the DECnet node number, with the DECnet specific prefix.
