[Info-vax] How do I make zip, unzip etc. available to all users?

Which utterly confuses the folks that aren't steeped in history or arcane, too.
I tried to kill off that command, but it just won't ever die.
It's really too bad VMS never forced users to have a DCL$PATH.
But then... compatibility.
