That's exactly what I meant with "always works". Of course mc defaults to sys$system, use the correct device and directory names or just [] for the default directory and off you go. And use *ix style command switches as well.

I agree with the view that sys$system is for VMS and layered products. However UNZIP is so useful it got a place there too, besides in APPL_TOOLS .
