I'm confused (nothing new there ;) what you want. Running an older system or running old software? With VMS the latter implies the first, old hardware remains supported for a long time. And even when support was dropped for a VAX it didn't mean it wouldn't run. 
Most hobbyists run VMS because they've worked with the os for years, decades even. We've accumulated layered product distributions so if you'd need a certain version of a product, just ask here.
Before VMS V5.0 having the installation medium with a product was more or less proof that it was legal. Nobody gave those kits away. So it is more difficult to build such a system. I know that VMS 4.6 and 4.7 kits are around possibly with layered products. It depends on what you want to set up.
