As mentioned before: the last version of VAX LISP (V3.1) kit was on the
VMS Consolidated Software Distribution May-1993, and you need a license
aka PAK to run it, no matter what the VMS version is and whether it
actually works on VMS V7.3 (or newer :-)) versions.
I learned something from Wikipedia after I posted my last reply
regarding VAX LISP. During development of version 4.0 VAX LISP was sold
to Lucid Inc. (known for Lucid Common Lisp), but the Wikipedia article
doesn't mention an actual date. Lucid Inc. went bankrupt in 1994, VAX
LISP isn't mentioned in that article. Whatever DEC sold to Lucid Inc.,
HP may still have the right to give you/hobbyists a license for V3.1.
However, the fact that the kit disappeared from the Condist may indicate
that even the rights for older versions were sold to Lucid Inc.
