VAX Fortran does not use the VCG.  It has its own code generator.  Only PL/1, C, SCAN, and Ada used the VCG on VAX (and they are clones of each other, each subtly different).  BASIC, BLISS-32, COBOL, Fortran, and Pascal each have their own code generator.
