That's one end of the cable. What's on the other end?

I'd expect anything in the DECserver 90 family to have the
same RJ pinouts. My (IBM) D25M-D9F adapters seem to be wired
so:

   D25M D9F
    1 shell
    2 3
    3 2
    4 7
    5 8
    6 6
    7 5
    8 1
   20 4
   22 9

So I'd expect that the net result of the RJ45-D25F cable
shown above and this adapter would amount to:

         RJ45 D25F/M D9F
   | 1 Rgnd GND 7 5
   | 2 RXD RXD 2 3
   | 3 Tgnd GND 7 5
    | 4 CTS (nc) CTS 5 8
    | 5 RTS RTS 4 7
   | 6 TXD TXD 3 2
   | 7 DTR DTR 20 4
   | 8 DSR DSR 6 6

> [...] to configure the IP address. [...]

Serial console? Who needs a serial console? Given a VMS
system, there are non-IP network schemes for communication
with a LAT/MOP-capable DECserver, too. For example (with
DECnet-Plus):

ALP $ set host /mop /address = 08-00-2b-b3-2a-0f /circuit = csmacd-0
%CCR-I-CONNEST, connection established to remote system 08-00-2B-B3-2A-0F
Press CTRL/\ to disconnect, CTRL/] to send break
[...]
Local> show server
[...]
Network Access SW V3.0 BL01 for DS90M ROM 4.1 Uptime: 28 09:02:56

Address: 08-00-2B-B3-2A-0F Name: AN3 Number: 0
[...]

I'd need to do some research to remember/determine how to
do it with DECnet IV. (NCP CONNECT?)
