No.

All operating systems are complex.  On hardware of the era in which you are
interested, that complexity was reflected in the user interface and in the
programming model.

You seem to be confusing 4 DEC architectures (PDP-11 = 16 bits, PDP-8 = 12
bits, PDP-10 = 36 bits, and VAX = 32 bits) and possibly also a 36-bit IBM
architecture (CTSS ran on the IBM 7094, not a DEC product).

I suspect that you want to stick to your C64.
