[Info-vax] SPM 3.4 installation issue on VMS 6.1

Odd, since the installation guide mentions no prerequisites.  Although, the install guide does mention that when installing on a VAXStation with VAXStation Workstation Software (VWS), VWS needs to be installed first.

It's not like I didn't read that though, I read it and it gave me the impression that I didn't need it.  It may end up being my missing link.  I'll get to work then, thanks for the suggestion!
