   For at least ODS-2 and -5, the second name entered by PIP, 
   or by "set file/enter", is an alias, not a hardlink.  VMS aliases do
   not have the same behaviour as hardlinks.   VMS hardlinks behave
   link UNIX hardlinks, aliases do not.
