Maybe that gets better documented?    The official documentation in the 
HPE V8.4-to-V8.2-inclusive System Manager's Manual /10.12 Understanding 
Hard Links/ appears correct but also a little conflated, and that 
material is old enough that it doesn't even mention softlinks.   
Whether there's other and newer documentation at HPE or VSI?   VSI 
might better document the distinction here, though the VSI folks are 
~six months late in posting any OpenVMS V8.4-1H1 documentation AFAICT, 
and there seems a decent chance that the VSI V8.4-2 release will arrive 
first.
