It's far more likely that the OpenVMS VAX and C tools have limitations 
and omissions here.   The emacs code is very likely in good shape.  
Emacs is used all over the place, after all.

If you want to experience the 1980s and into the earliest of the 1990s 
— the VAX era — and want to work with the old compilers and with the 
limited C library and run-time support, then you'll inherently also be 
learning why more than a few developers have deprecated support for the 
VAX platform.

The C RTL saw a number of updates post V7.3 and more than a little 
wasn't back-ported to VAX, for instance.
