What problems have you hit ?

What product versions (including VMS) are in use ?

Is this DEC's Ada 83 compiler or one of the third party ones ?

Unless you want to work on the production system directly, your main
problem is going to be acquiring licences for the software versions
in use and duplicating the production environment on your development
system. Does your client have a spare system you can use for development ?

I would suggest you talk to one of the commercial VAX emulator suppliers
as they will understand the issues involved. I cannot make any
recommendations however because I've only used a free VAX emulator.
