That's a pretty important bit of information you omitted initially. :-)

So just to be clear, the target VAX 8650 box is not running VMS but
is actually running a VAXELN based application ?

First question. Do you know the versions of the products used to
generate the VAXELN application and do you have access to the media
for these versions ?

Second question. Do you have an image of the original VMS development
system (or at least it's original configuration) or are you going to
have to setup a new VMS development system from scratch ?

You will still need a VMS system to do the development on, but you
are also going to need the VAXELN toolkit to run on that VMS system
so you can rebuild your VAXELN application.
