Look into SYS$MANAGER:DECW$PRIVATE_SERVER_SETUP.COM and search for the 
decw$server_transports symbol definition. It probably includes "TCPIP".

There may be multiple definitions of this symbol - check which one is 
used for your paricular VAX and remove the TCPIP transport from this 
definition.

Then restart your DECwindows server and you should be all set.
