[Info-vax] compile for VAX 8650 system

Reading through this thread didn't make me much wiser. So it's VAXELN, 
which I know little of. VAX 8650s on the other hand I know very well. I 
thought I was perhaps the last person on earth keeping one running. 
Turns out I am wrong on that one. Fun! (Yes, I normally try to keep one 
running on the Internet)
If you need help with the machine, let me know. I might be able to help 
on other fronts as well, but like I said, I don't really know VAXELN. I 
do know the VAX, as well as C, Ada and lots of other stuff... :-)
