Since the 8650 is a dual SBI 785 with ECL hardware, I'm not surprised VAXELN is not supported.
The ELN target system could be much smaller: the Aeon VME300 used the rtvax300 module so it could be in any VME cage, and there seems to be an Aeon ISA card for used in PC/XT or AT era systems.
DECnet on Ethernet (thick or thin but no twisted pair) would have been the only way to load ELN from an 8650 (no SCSI or ST415/506) so look for Ethernet cables common to both.
