Unfortunately, there's no provision for doing that on OpenVMS.

You have to roll your own.

That's before discussing OS and add-on product dependencies and other 
non-trivial configurations which can and do and will place files where 
you don't want them to be; in the system directories.

That's before playing the "find the startup file" and "find the 
shutdown file" games, too.

Do I like this mess?  No.   Do I like to have files splattered in the 
system directories?  No.

BUT BLOODY HELL PEOPLE,  LOOK AROUND.  THAT IS WHERE WE ARE.

That's NOT going to change without better tools and better guidance and 
better docs.
