Where would one use filename completion?  I'd contend only when a command is
entered interactively.  Put it in the CLI!  DCL maintains commands that have
been entered, so editing of commands can/should be handled there too.  These
arguments that such features can or could never appear in VMS because of the
terminal driver are bullshit.
