I would suspect that any command issued that required access to the system disk at this point would encounter very poor performance.  The PING was likely already memory resident and did not require any disk access.  Extremely poor performance of the system disk is expected when accessing the dump file during a shadow merge/copy as indicated in the manual (Vol Shad for OpenVMS Pg 139)

Moving the dump file off of the system disk to a non-shadowed device is recommended and will likely resolve what you have seen.
