   That much is probably ok.  The problem (I claim) is
unpacking, say, vtfm.zip on the Windows system instead of
unpacking it on the VMS system.

   Those too-obvious-to-disclose steps can be the most
dangerous ones.

   If a network transfer is not possible, then I'd try
putting the .zip and an (Alpha VMS) UnZip executable onto a
CD, and seeing if you can use that UnZip executable to unpack
the archive on the Alpha.  (What could go wrong?)

   Assuming that you don't already have them there, as soon
as you get this kind of file transfer worked out, I'd suggest
getting some newer Zip and UnZip kits copied over and built. 
Those UnZip 5.52 programs are pretty stale.  Zip 3.0 and
UnZip 6.0 are the current released versions, but some newer
(if not actually new) beta kits are available.

   For many basic operations, even the old, stale Info-ZIP
programs may do, but there'x a large set of features and
fixes since UnZip 5.52.
