HP has rolled out out "SSL1", which is based on SSL v102.

VSI will release (and about to start field testing) VMS V8.4-2L1, which integrates
SSL v102 with the various operating system components and layered products that
use SSL.  I think we're using SSL v102h for 8.4-2L1 (the L stands for "limited" in that
the only relevant change from V8.4-2 is the new SSL).

The point is that if you don't care about SSL support, then there is no reason to upgrade to V8.4-2L1.
