There are known, believed-to-be-cosmetic issues with the Alpha eval kit installation (vs upgrade.) 

All kit media has had SYSxx directories for as long as I can remember.  There's really only a single set of common directories: [VMS$COMMON...] -- all the SYSn roots are just directory entries for a single directory.  Try DIRECTORY/FILE_ID...
