Ayup.   Or put the DVD in your macOS, Linux or BSD box (or scrounge dd 
or analog for Windows), and dd a disk image over and then connect that 
image on OpenVMS using LD.  Which avoids having to deal with the file 
metadata corruptions that can arise with non-VMS systems.
